Chairman Hebert calls the meeting to order at 7:00pm followed by the Pledge of Allegiance.

Selectman Hall motions to accept as presented minutes from September 13, 2016 Selectmen’s meeting, Vice-Chair Maynard seconds passes 4-0 (Selectman Kenney absent)
Fall Town Meeting Warrant: TA Smith reviews the final draft warrant. Among these articles is the request to go out for designer services and OPM for a new police station, and to accept the schematic design for the new Library. Hearing no issues, Selectman Limanek motions to approve and sign the Fall Town Meeting Warrant as presented, Vice-Chair Maynard seconds passes 4-0
Designer Selection Committee for new Police Station: TA Smith says this is out to bid currently, due back on October 27th @ 11am. On the Selection Committee is TA Smith, Chief Dennis Towle, Building Commissioner John Couture, Resident Dave Lavallee and Selectman Jesse Limanek. Selectman Hall thanks TA Smith for including in the information the Designer Selection procedures. Dave goes on to say he fully supports the entire makeup of the Board as well as the representation from the Selectmen. Selectman Limanek is excited about the project, Jesse states a new station is desperately needed. Chairman Hebert says that looking at the names there is so much expertise and importance. Dave Lavallee is more than a resident, he brings a lot of value. This is a very important committee, top notch. Vice Chair Maynard
motions to approve as presented the Designer Selection Committee for the new Police Station, Selectman Hall seconds, and passes 3-1-0 (Selectman Limanek recuses himself as he is named as an appointment to the committee).
Town Administrator Evaluation: This is the annual evaluation of the Town Administrator as read by Selectman Limanek (copy attached). The overall average for TA Smith is 94.58 out of 100. Selectman Hall says public performance evaluations are always uncomfortable but in open government this is the right thing to do. Dave says thankyou and congratulations to Jim, it is a pleasure to work with you, and you make the Selectmen’s jobs easier. You are imaginative, you seek new solutions. Sutton is very well run, we have terrific staff because of you. Vice Chair Maynard says thank you, you are an outstanding Administrator, a real gentleman, continue on. Selectman Limanek offers congratulations, he says thankyou you are a perfect manager, your management style, the success as a community. The staff you have
assembled, you allow dept. heads to take the ball and run with it. You have a high sense of moral. Chairman Hebert offers his thankyou to TA Smith, John goes on to say Jim is not one to boast but his accomplishments show for itself. You do not micromanage, we are proud of your management style. You have taken our comments to a higher level, continue on for another banner year. TA Smith takes this time to say a few words. Jim is pleased with the comments. He has a team approach and the team is highly qualified people. We have a great staff and not all are Sutton residents. John Couture (Building Commissioner) is from the Brookfield area and Planning Director Jen Hager. A lot of Jim’s success is the Dept. Heads success. Jim goes on to say he loves working with Tim Harrison. They challenge each other which has made the town become a better, more sustainable community. TA Smith says he appreciates the evaluation and again says it is with the help of the dept. heads
and the staff within the departments.
TA Update:
- Constellation New Energy- we are currently in a 3 year contract with them which is due to expire June 2017. The current rates are almost 2 cents cheaper at 8.6 cents per kilowatt hour. TA Smith would like to renew now and have it take effect June 2017. Jim is looking to have the board approve the chairman to sign contract.
Selectman Hall motions to authorize the Chairman of the Board of Selectmen sign a new three year contract with Constellation New Energy when the Town Administrator feels it is the appropriate time, Vice Chair Maynard seconds passes 4-0
- Cell Tower on Town Farm Road scheduled to go before the ZBA on Thursday, October 6th. TA Smith thanks the Whittier’s for all their support during this process.
- Waters Farm Legislative Breakfast- to be held Friday October 7th @ 8am. TA Smith would like to have Pam Farnum of Waters Farm board attend an upcoming meeting to discuss their goals.
- RFQ for OPM Services-New Police Station- currently out to bid for the OPM this is all dependent upon whether the town meeting authorizes the expenditure.
- Green Community’s projects: the boiler at the sr. center was awarded to MPC with a bid price of $12,517. Insulation and weatherization was awarded to Custom insulation with a bid price of $37,895.
- Precinct 1- the new location for precinct one to vote will be the Romasco Gym, there will be 40+ parking spots reserved for voters to park.
- Flu Clinic to be held Wed. Oct 5 9am-12pm. At the sr center
- Third annual Marion’s camp cookout to be held on Sat. October 15 from noon to 4pm; thanks to Jen Hager for organizing this event.
- 8th annual Town of Sutton Charity Golf Tournament to be held Friday Oct 14 at Clearview golf course.
- Free Cash Certification by DOR in the amount of $1,310,106.00
Announcements/Round Table/ Correspondence/Business Topics:
Selectman Hall thanks Selectman Limanek for the recent tour he organized at Blackstone Valley Tech. This is a tremendous asset to the town.
Vice Chair Maynard thanks Kevin Shaughnessy with NGrid for the recent tour for 30 students to view NGrid safety facility. Paul goes on to read the items needed at the Mike Chizy Food Pantry
Selectman Limanek also mentioned the recent tour of BVT. He thanks Diana Whittier (student) for the tour as well as Dr. Fitzpatrick. Jesse goes on to also thank the Dudley Gendron for the Chicken Barbecue a few weeks ago. The money raised is being donated to the Fire Dept for thermal imaging gear.
